How do you flatten a cude to this?

Hi ,

May I ask how do you flatten the cube to this?

I tried Num local + \ but I wasn’t able to in Blender 2.82

That’s a combination of scaling on the X axis and Z axis. You can do it in object or edit mode, in those images, that’s clearly edit mode. Create a cube, go into edit mode, scale it to 0.1 on the X axis by pressing s0.1x and hitting return. Then scale about 2.5 on the z axis by pressing sz2.5

Alternatively, just go into scale mode by pressing s, then press x and drag the mouse and click. It would be worth checking out some Blender basics videos.
