How do you recommend making this 2D fur texture?


I like how it interacts with the light/shadow
Should i just draw it like a normal texture or should i use something like a normal/bump map?

From the looks of it, it is entirely hand-painted color map (if the entire picture is not 2d; cant be sure). You begin by painting some gradients to represent shaded areas of the character, and then paint some fur strands over the shaded areas after sampling (S in Texture Paint mode) a color from said gradient area. It is hard to achieve a good balance between hand-painted shading and shading generated by scene lights though.
