I was just adjusting the weights of a bone in weight painting mode, and somehow I changed the weight in such a way that when I rotate a bone, it causes the surrounding mesh to shrink and I have no idea how that works or why that is.
Not sure what you’re seeing. A screen shot or blend file would help. Also, want to make sure that “Preserve Volume” is turned on in the Armature Modifier.

it could be a number of things, but the way you describe it makes me think of a modifier list thing. Maybe there’s another modifier after the armature modifier, or maybe the skinned object itself has a non-uniform scale - check its transforms.
