How to address these cloth collison artifacts

prior versions were having more glitches, I increased simulation quality steps and collsion quality steps, are there any other options I should check?
In the above video I used smooth corrective on top of the areas with issues.

Have you tried scaling the scene up?

In Blender, cloth sims are known to work better and more accurately if you do them at 10x real world scale. You would have to adjust the simulation’s gravity to match the change
