How to approach problem area normals


I modelled this cloak but would like some advice on how to treat the normals in the area indicated! Where the internal mesh has begun to flip normals as it becomes the external surface of the hood. I’m guessing this is gonna cause me problems if i try to sculpt on the this area as it currently is!???
