I don’t think this was done with Blender, Blender’s physics solver isn’t up to these kinds of tasks. You could try a rigid body simulation, you can manually keyframe it, or you can use a different software
yeah, it is made in cinema4d. I got this thing from flipped normals tutorials but I am wondering how to achieve it in blender, other wise I will have to move frame by frame. Is there any addon that can help me in blender ??

I have one option to simulate this adding noise in rotation parameters of all all object in stack and all of them will be parent to the bottom object
You make cheaty physics.
Make two cubes, pose one to be balanced on top of the other; this is your physics “rest pose”. Give them rigid body physics, make the bottom one animated. Create two rigid body constraints, one point, one generic spring, to connect the two objects; uncheck “disable collisions” on the constraints. Enable angle springs and tune strength to eye.
The point constraint will anchor the un-animated body to the animated one, while the spring will pull it towards its balanced rest pose.
