I dunno if this was how it was done, but you can do similar things with an array modifier. They’re really neat, I suggest you check 'em out. 
If I remember right, the artist for that banner said he dupliveted the pillar to a subdivided plane and then use proportional editing to make the wave in the plane. Since the pillars are dupliverted they follow the shape of the plane. I believe he also said next time he would use an array, because it is hard to get the verts spaced perfectly on the plane so that there is no gaps between the pillars.
