How to change pivot point in Edit mode

Hi! In Edit mode I try to Scale some vertex but not all of them. But I need to first move the manipulator or Pivot point to somewhere I want first. How can I do that?

Select one of the pivot point options.

If you want to use the 3d cursor as the pivot point position the curser with LMB or Shift+S for options

if I understend you right you could try to select the vertex you want the scale around and change the pivot to active element. btw. you can also activate proportional editing and there you have some great options like random and some different falloff types… hope it helps…
