How to composite "moving texture" for oil painting or watercolor filter

Does anyone have an answer? I need an effect for composites. For oil painting or whatever, I want a “moving texture” noise. Here example:

I apologize for not fully understanding. Could you please provide more details?

Not sure if this is what you are looking for. The newest (unstable) versions have Kuwahara filters. Those are supposed to provide some sort of painting like effect.
