How to create a ball of electricity

I’m making a game and it will be sci-fi future based,but my idea for my main character is a ball of electricity hovering inside a hovering ring. The ball of electricity will sorta be like a plasma ball, with electricity inside it.

And ideas how I could achieve this?

Build meshes with material on them?

I mean you already wrote it:
Build a ring
Build a ball

If you mean something like shock rifle in UT, you could do that by making spheres one in other, And make them all semi transparent, play around to see what you like, apply some texture to get a bit noise too…
