My approach would be a blue transmission material with medium (.2-.4) roughness and an IOR of plastic (circa 1.4). Don’t use subsurface, diffuse, specular or sheen. Use cycles for best results.
Because there are soooo much people just asking and do not share what the already know about what they ask for (as you for example 
)… you might tell what you have tried or archieved already… ??

In fact there is a lot about different kind of materials and classification ( for example dielectric, non-dielectric )… so yes there is a lot of theory… which one at least should have heard of to understand a little bit of the complexity
