How to have a "thin" liquid in Mantaflow

I have a 15x40x15m world size which is a road, i would like to sim a splash effects while car pass by. But now if i have a small inflow object with 200 res, particle wont show up, if the object goes big the liquid look like tide.:joy: my aim is to achieve a realistic splashes, anyone could point me something or concept? Thanks.
