But it always happens to me that there is no button saying Copy Previous Settings when I firstly start the new version of blender.
How can I import previous setting ,say, add-ons and user preferences? I’ve searched for a while, but I couldn’t figure it out. I’d appreciate if you could help me.

I can’t find neither “Documents and settings” nor “AppData” folder, but I could find “Blender Foundation” and “2.76” folder in program files.
But you say don’t delete the files in program files but delete the 2.76 folder…

You may have them set to hidden. Look in the file manager options to enable hidden files to be visible.
If you’re not capable of basic file navigation, just redo your preferences manually

Because there was no option to copy previous settings in the splash screen, I manually copied every files from 2.74 to 2.76.
Then it’ worked! All userpreferences seem to be copied well at least as of now!
I recommend using the blender app through steam as it auto updates and keeps your configs in 1 place. The copy previous setting button works no questions asked.
