How to make face/tri count the same?

Of course I notice that the face count is lower than the tri count. But when looking at one of Valve’s TF2 models I noticed that the face/tri count was the same number. So basically I’m wondering if there is a way to make both the face and tri count the same? Thanks!

Just make all your faces triangles
Ctrl+T triangulates selected faces or use a Triangulate modifier

You can build different character heads out of generic base head model. Create different heads from moving the vertexes around. Tri count will stay the same.
