I have a rig which uses two planes (each a separate object, parented to the corresponding bone) as the mesh. the idea is that the faces should always be facing the camera, while still pose-able, as shown here I’ve experimented with the copy rotation and damped track constraints, but they don’t deliver the desired results. How should I rig something like this?

If each plane is simply linked to the bone ( not skinned ) then assign a Locked constraint to the plane, target the camera and use the appropriate axis for your plane to point at it :
Here a quick viewport animation to show it working, the bones are animated with keys but the planes rotate to always look at the camera:
This is b2.8 but the same constraint exists in b2.79.
