How to make this pattern? Particle system? How to make not intersect objects?

You will need to make it by hand, because it’s not procedural. Sculpt and Bake.

I think I would model the two shapes. Then duplicate them (500 times?) and use physics (active rigged body and a plane with passive). Run simulation and find interesting area. Correct a little bit.
To make it seamless, there is an addon for that, but forgot the name. Then bake.

Or why not fluid particles
