this looks like Marvelous Designer.

All he did was tweek and play around with the cloth settings. I was able to get somewhere, but its just trail and error.
You should loop up how the cloth simulation works, and try to understand it down to a technical level so you know what to tweek when you run into trouble.
Would you like me to move this thread to Particles and Physics Simulations? I think that section is more suited for this
there was another video in which he explains how he got there -now i cant locate it in his(Max Puliero) channel.as i remember,first he changes loop flow to diagonals(subsurf>decimate-unsubsurf) and twists the sewing edges to get more wrinkles etc.
