i want to make a hot toon girl , i but i dont have a draw of her , how should i start ? should i start doing real womens with image references of womens and then cartoon them ?

look at as many pictures like that as you can before you die.
IMO, you’re best off just working on cartoon women, rather than modeling real women with the intent of turning them into cartoon women.
