How to? Moving light makes light twinkles on metal letters?

AKA: Got any tips on making a THX “deep note” parody? (THX is a theater sound system certification. Their logo and distinctive bass tone is included at the beginning of many movies.)

The animation I’m remaking is the steel THX logo surrounded by a neon blue square. The steel THX logo fades in and is softly reflecting some highlights. After the fade-in, a shimmer of light passes across the logo -highlighting its features and creating some twinkles to glide across the logo’s edges.

I think the tricky part is going to be the tiny light twinkles that glide along the logo edges as the light passes over. They’re subtly present as the logo fades in, then glide across to new positions with the light.
