How to only use the Gizmo Scale?

Normal Scale Hotkey

Gizmo Scale

I only want to use the Gizmo Scale, and tried assigning it a different hotkey but the normal scale hotkey is always chosen first. Is there anyway I can default to only using the Gizmo scale?

I prefer not scaling like this.
