This may not be what you’re looking for, but I found this PDF of the 2.8 keyboard shortcuts: 2.8 hotkey PDF
I tried exporting the keymap file directly from Blender to see if it could be turned into something printable, but it doesn’t actually contain all of the shortcuts. If it’s only the list of hotkeys in the Blender settings that will work for you, the only other solution I can think of is to take screenshots of the list and either print those or use OCR to turn it into editable text.
