How to restrict a view to a defined mode?

how can I restrict a view to a right orthogonal view, for instance, since I often return in User Ortho when I rotate the scene?

I don’t get how are you going to restrict a view to orthogonal, and at the same time to rotate the view.
However you can use Quad View to have 4 views (3 ortho and 1 perspective) for restricting any rotation from given orthographic preset (to make rotation and scale between the views locked use Lock and Box options in 3D Viewport > Properties panel > Display rollout).
