How To? Retopologize in Blender 2.55?

I am new to BlenderArtists.org, hello to everyone in the modeling forum.

On to my question, I have searched high and low with no avail (I am new to using Blender) of how to retopologize a high rez mesh in Blender 2.55?

Any assistance is greatly appreciated.
