How i can rotate it and make this cylinder form without deform?
Instead of rotating it, extend it straight out and cut the new loop with the knife tool. Then delete the extra verts.

That is a valid way to do it, but if I understand the post correctly, the shear tool would be perfect for this.

Also a good, and likey faster, solution. Admittedly I so rarely use the shear operation I forget it exists.
