How to set tweak threshold to one?

Hello.

I want to change the tweak threshold value.
file > user preferences > tweak threshold
But the minimam value I can put is 3.
Is there a way to put 1 or even 0?

You are right. That has to be done through code. But you will have to know which module contains such numeric variable.
