How to show wireframe all the time

Hi, I have to questions about blender UI:

  1. I would like to have shading+wireframe on all meshes I create (something like a another shading view). Does blender capable of doing it? Maybe addon

  2. Is there a way/addon to display mesh in edit mode as solid and other outside as wireframe? Modo has that functionality.

Viewport display can be overridden for objects in Object settings. Also has the option to enable wireframe (Wire). Wire between planar faces will be omitted. Wireframe for ‘All Edges’ can be enabled in the Properties panel (N) under Display
