How to simulate the hair of the predator?

Now, I’d like to simulate the hair of the Predator, but it doesn’t work well.

The tutor says that cloth modifier should be at the top of the modifiers.

When I set the cloth modifier at the bottom, the twists didn’t happen. However, the hair couldn’t keep its shape and crushed just like cloth.

Could you tell me how I can apply physics to it while keeping its hairly shape?
