The pivot point is controlled by the corresponding dropdown at the top of the screen.

You’ve chosen 3d cursor there, thats why its coupled to it.

Glad I could help. Blenders manual isnt that bad though.
It has a fulltext search and also lets you navigate through it, like here from 3d viewport. If you are a beginner its worth clicking and reading through it.
