What type of arch ? Do we have to guess ?
What do you exactly want to do with what you have made (is the image what you have already made ?)
With a mirror modifier you only need to make a single side of the arch.

Try starting default circle. Copy, Rotate, Extrude and Scale are commands you’d need. Well, Delete couple of times too.
You can also follow this ; add a plane , use subdivision tool , arrange the measurements you want , delete verticies , add spin (180 degrees ) , remove doubles and then use mirror modifier to get to the thing on the picture you posted. If you cant figure out how to do so , i can help you with step by step pictures. But currently im a bit busy. On my spare time maybe …
