How would I motion track motion blurred footage

I need help knowing how to camera track my motion-blurred footage. It’s impossible to re-recode with a higher framerate/shutter speed; this is the only footage I have. (I haven’t tried to track it yet, but from the tototrals I’ve watched, they have all said that the footage shouldn’t be blurry, so…)

You don’t. You eyeball it manually and hope for the best, that’s really your only option at this time. Maybe in the future some AI technology will be able to do it for you, but right now that doesn’t exist.

What would happen if you didn’t track it perfectly? Would that mess up the camera movement?

Also, should we stop all the old tracks when they get blurry, track manually for the blurry frames, then generate new tracks after the blur? Or should I manually try to track the old tracks on the blurry frames, then let them finish on the clearer frames?

Let’s get something clear right off the bat – you’re not going to track it perfectly if you do it manually. There will always be some sliding around of the CG element since you’re kinda sorta eyeballing it in the first place. The best that you can probably hope for is trying to hide the weird manual track by either adding additional camera shakiness, or some other distraction.

You’re in a damned if you do, damned if you don’t situation. If you track only the non-blurry frames, you’re bound to spend a lot of time need to manually adjust the transitions between the manually tracked and the motion tracked segments, which might look weird, almost as if the CG elements snap into place suddenly.

What are you trying to do exactly? Add a CG element in there? Set extensions? Can you post the entire clip for us to take a look?

I basically want to use my camera movements and animate over my original video. So not traditional animation, and I don’t think would require perfection. (mainly just asked for my future self if I encounter the same problem again)

This is the sort of thing you need to plan out, and establish how you’ll do it - before you start shooting footage.
