EDIT: i changed the last video to a newer one.
the hair is a basemesh with cloth simulation and some ‘grass-like hair meshes’ as duplifaces on it. the hair meshes have one key on one shape-key and a noise-modifier in the graph editor; it’s playing realtime in the viewport and while rendering.
