I was wondering if any one could tell me why when i make a armature and then i select the vertex groups, and then move the bone, it moves the mesh but the further i go the mesh gets smaller and just like sucks off the bone?

“Bone” is influencing the whole thing, so when you move “Bone.001” you get a deformation that averages the influences of “Bone” and “Bone.001”.

Go into Weight Paint Mode and paint all the stuff on the lower part 0.0, and at about the joint blend it into 1.0.

In other words, there should only be some overlap at the joint.
