I downloaded this file from the Internet and unzipped the file, but for some reason it does not work.
( Usually “this” is substantive used to refer to some noun mentioned before… because if not then “we” do not know what this is… 
)
So your file seems to refer to / relies on a file named material.blend and your zip does not include this or it was badly referenced ( absolute insteed of releative and you are not User/belon_bqacyfa/ ??? ).
You maye try File → External Data → Report Missing Files and also …Find…
If this doesn’t help ypu may also look at any install instruction ot the download site (or ask the author (?) if you have paid for this ??? ).
It might also be a problem because refereing to OneDrive ??? (I’m not on windows.)
