it is used in the very nice ruler addon

My own compilation does not have bpy.types.IDPropertyGroup available,
though IDPropertyGroup is in the source rna_ID.c.
So it is probably only a missing ‘switch’ in user-config.py?

Who knows and can tell me (us) ?

The API changed. IDPropertyGroup was renamed to PropertyGroup. I just had to change the name in my scripts, and everything worked as before. The rename happened around Feb 18th or so (I’m using a git mirror which lags maybe a day behind the svn).
