I don’t understand Blinn. Is this something that the ordinary tools can’t do?

Sorry - excuse my ignorance. A lot of these terms I’m unfamiliar with.

Regular Blender use Phong shading, which is a way to describe how light interact eith (opaque) surfaces.

Blinn is a different mathematical description for the same phenomenon.
