IMO, using LookDev shader, causes the colors of objects to appear washed out

Hi all. I am having a problem with viewing my models while in LookDev shader. I have turned off world lighting and have no lights setup in my viewport, but I still cannot get my textures to display the same value tones in the viewport as oppose to the texture in the image edior. This happens with both render modes, Cycles and Eevee. The image below, is a screen shot of Blender while in Eevee render mode.
