Have you already installed it
Try using the zip file version from the blender.org download page instead of the installer and jut unzip to any desired location.
Oh my… You are right.
I thought I was using 2.76 because it was saying so in the info window. However if I looked at the splash screen, yeah it said I was using 2.76b.
