Irregular City Modeling

I wanted to create a realistic city/town in Blender, and found a map that i’d like to use.

I made a plane, subdivided then what? To model each individual building would be a nightmare, and if I select the building faces it’s too… square.

Is there a script that would find the edges/vertices on the map and translate them to vertices? That’s a tall order, I know, but Is there another way?

Yes Actually, I have. But the level of detail is just too low for my purposes (Game map) and the game is set ~1955 in West Germany. I don’t think there were that many flats.
