Like how in photoshop we paint on flatbed UV image ,
is it possible to paint in Blender UV layout ?
It may be a little unclear what you really want… in texture paint mode you can paint on the UV-texture… if you want paint “precisely” on the UVedges you might want to export you UV layout in UV editor and then use it as an overlay layer in any image editor with layers…

Don’t go to the UV space in your Left Pane…Either use the default Texture Paint workspace or change the Left Pane to > Image Editor
But there isn’t a Marquee Tool in the Blender Paint system, so if you need precision and better results, save the UV layout of your object as an SVG and import that to Inkscape or whatever program you use and work in layers…Like @Okidoki said…
