Is there a collision mask to prevent other non-masked vertices from penetrating it?

I need to mask an area, then sculpt and push other non-masked vertices to cover that area closely, but NOT penetrate it, hence the “collision mask” term. Is there such a thing - or equivalent in Blender?

BTW, is there an organized suggestion-forum for making suggestions for new / improved features?
