Is there a My First Blender Addon tutorial out there?

I’ve a bit of a look, and I can’t find one.

There’s an Addon I would like to make which I think should be quite simple: I’d like to be able to set the Interpilation Mode and Extrapilation Mode from the 3D View panel as this is all I ever do on the graph editor.

Look at scripts other people made
Use the autocomplete feature in Blender’s Python console (ctrl-space)
