Apart from the blender 2.80 release notes there is nothing i can find.
Considering 2.80 is still in beta i would be surprized if there would be any manuals, until the version has matured or gets released.
The manual is here: https://docs.blender.org/manual/en/dev/ (There’s a version selector at the bottom there)
Most parts are not updated. Some are, like the Render -> Eevee section.
As per https://code.blender.org/2019/04/2-80-release-plan/, the manual will probably not see a significant amount of work until the first week of June.
