Is there an addon that will extrude perpendicular to an objects face or edges?

Is there not a function or addon that will extruc
de edges pependicular to the edges or face.? In the bottom picture I had to approximate the extrude manually. I need something precise. Thanks

Transform orientation = Ctrl+Alt+space, Extrude that direction.
