Yes, there is a way.
It will involve modelling a single (or couple variants) of the shrub, and using Blender’s particle system to spread the shrub objects over a large area through it’s hair settings.
In your ground mesh, go to the particle system tab on the right menu, and create a new system. Set it to hair, and lower down, change it to duplicate objects, specifying the shrub to spread copies of itself over the mesh. There are many other settings in there, which I suggest fiddling around with. Many of them are self-explanatory.
I recommend looking for tutorial videos on YouTube. Use the keywords “particle system”.
