I installed, or tried to install vista, but I think i did something wrong because now windows will not load no matter what I triy to do. If it does load, I get a black screen with nothing on it but the mouse icon what went wrong?

Do you have an old computer? The incompatibility might have screwed with the installation. I think you need at least 1GB of RAM for it to work. Personally, I think Vista is a failure, but since you bought it, you might wanna check out PCHF, they help with all kinds of OS problems.

i would think that a Microsoft support forum might better serve your interests than Blender.
In terms of where to go for help, I find that the people on Blender Artists are often intelligent and helpful, and if they don’t know the answer to a question, they often know somewhere else one might find the answer. Personally, I tend to have a lot of trouble getting a useful answer in other places.

When I installed XP, I think I remember it being very careful about establishing a rollback point or some kind of backup or backout thing where it made a copy of my current system before overwriting, and if it did not boot up and I had to turn the power off, when it restarted it asked me if I wanted to go back to the restore point. Did it do any of that?
It might be downloading an update from Microsoft that may take a LONG time depending on how old the CD is; I think my XP had to download tens of megabytes of updates.
It might be trying to contact Microsoft to validate your ID/certificate/license. I hear Vista does a snapshot/fingerprint of your hardware and registers that so that the same licesne cannot be applied to multiple PCs. Maybe it’s trying to dial out or waiting on a busy internet (so dont give up hope, ok). Maybe it just needs to run a little longer.
It might also have to query each device driver it has to see if it can run your hardware the best way, and each one may take some time to load and detect, and there may be alot of them to go through. And if it does not have a lot of elbow room (memory) it may take exponentially longer.
I wont even ask about a backup, because I know what my answer would be if I was in your shoes.
If your installation is hopelessly corrected --and this is NOT a switch-to-linux post, just to clarify-- you can use Knoppix linux to rescue your data before you try again. Knoppix is a distro that boots from a CD, allowing you to access your files without windows. You can then copy your critical files to an external drive.

Since this thread is the blind leading the blind, taking it to a PC shop would probably be your best course of action.
