Is there such a thing as particles that don't move?

Hello all! This is my first post here on Blender Artist, and as always Search is my best friend, however I am having trouble finding an answer to my question. (Skip down for the shorthand version if you don’t need the whole back story. It’s a good one though.)

First off this project came upon a bet between me and a friend about using Blender versus After Effects then insert 3d application here to do a visual effect composition. I can say I am pretty sure that I can make Blender due just as good a comp as After Effects can. So, to make sure we are on neutral ground we are both following a tutorial from Video Copilot here:

So far so good, although I have hit a stumbling block and thus my question…

Shorthand version

Is there anyway to keep instanced particles from moving? I have made a rock and a pebble and used them as a instanced geometery via the particles. On play back of the animation my debris moves. They need to stay put. Is there a setting or technique I have missed somewhere?
