Is this a good machine for CG (3D & 2D)?

As I’ve been told, the notebook I bought (Asus X555L) is a total rubbish for Blender, so I decided to buy a new PC (a desktop one this time) but, as a user suggested me, I’m consulting here about some technical specifications before deciding to buy it.
The one I’m interested in is this one:

TECHNICAL SPECIFICATIONS
Processor: AMD FX 4300 3.8GHZ QUAD CORE
Motherboard: ASROCK N68-GS4 FX X-BOOST TECHNOLOGY
RAM Memory: 4GB DDR3 1866 HYPERX FURY (I’m thinking in buying it with 8GB or 16GB instead of 4GB)
Hard Drive: 1TB 7200RPM SATA3 (6GB x SECOND)
Video Card: GEFORCE GTX960 256 Bits 2GB GDDR51 DIRECTX 11.2 DVI-I I DVI-D I HDMI
Audio: HIGH DEFINITION REALTEK ALC662 CODEC 5.1 CHANNELS
Power: SENTEY XPP 525 WATTS
Gabinete: SENTEY PS2-3272 BLACK 2 x USB FRONT 4 x COOLERS
OS: LINUX UBUNTU

Is this OK for both 3D (modeling & animation) & 2D (photo editing & video edition)?

Am I reading that right as 4 GB RAM? Its been years since that would be considered appropriate. These days, I would consider 8 GB an absolute minimum for general work; 16 GB as a minimum for visualization work. RAM is dirt cheap, and it’s easy to find uses for more (and curse not having enough).

Might want to check the power supply - it seems a bit low. Might be OK for day-to-day work, but if you plan on keeping this for a few years then 700 - 800 watt might be better. More so if you plan on replacing or supplementing the video card.

Seriously consider a solid state system drive.
