if I was buying it I would want more ram or at least 2x4Gb then I could up the ram at a later date more easily

The machine ain’t bad I just don’t think it’s a good choice.

I would not want the Xeon, offers no benefits, just needs expensive ECC memory.
I would not want the Quadro, offers no benefits in Blender, a cheaper GeForce would be much faster.
I also would not want the Quadro as it is not only slow in Cycles, it also has only 1GB VRAM.
I would not want such a tiny screen, I rather get one with a cheaper IPS but bigger, unless you work in DTP.

The first thing that I wouldn’t want is the useless expensive HP branding. Go to the closest electronics dealer at the corner of Google Street and build your computer yourself from spare parts. (Nowadays, you don’t need more than ONE screwdriver.) You’ll get more for your money and an insane infinite choice. Some dealers even offer to build the computer with your spare parts for you… and for a fee, of course.
