That’s not true, according to your formula using a value of 1.0 would mean 100% of the texture size which doesn’t make sense. It looks like 0.0 - 1.0 is a percentage of the island size (half of it to each side of the island):
So it’s still relative to every new unwrap like others have said. If the unwrap has lots of uneven islands then one can only guess what the minimum margin should be, unfortunately.
