Issue baking normal map from high poly mesh to low poly

First, I’d like to say hello and thank you all for this wonderful forum. Though this is my first post, I have found there to a wealth of information here in the past.

I have been using Blender for many years, yet the solution to this issues I’m having eludes me. I have used the same procedure I always use to bake a normal map from a high poly model for a low poly model. As a matter of fact, there is another section of this same sidewalk in which a normal was baked without issue.

I checked normal facing on both models. I set location, rotation and scale on both models. I just don’t know what is causing this issue.

In the above image, both the high poly and low poly are visible in the 3d view and display mode is set to texture. I’m only stating this to illustrate that what is going on in the 3d view is not the issue, but the normal map itself.

Thanks for any help anyone can offer.

Try baking in the latest Blender version please. Also see if baking in cycles fixes the issue. Otherwise, please upload a .blend so we can troubleshoot it.
